So,

I recently had a new setup done.
Used brand new coco-fiber, dissolved the brick, packed it down and set the enclosure to dry. After a bit over 1 week, small white bugs started "emerging" from the substrate, and they are going all around.

I'm 99% sure they can't be mites as I didn't use anything old for the setup.
I've seen something similar before, and as I remember, they disappeared as the substrate dried out. And appeared again if I would moisten it.

I'll think you'll find they are Collembola spp Dolby...They thrive in a warm damp environment and live of decomposing plant material, moss, algae and some of the powdery fungus's.....You'll often see them on the soil surface in potted plants in a greenhouse.
I've noticed the same in my jacksoni and margaritatus groups as well as one of my T's...and always most prolific around the dampest regions.
The only way to get rid of them once you've got them is the dry routine. You can change the substrate but if you dampen it up again they'll eventually be back.
All i've ever done is just change the substrate when they get to much although unlike mites they don't interact with scorpions and only to small extent do they with T's which, i think is only because they get caught up in their hairs and bristles.

You might already have them in some of your other damp setups and they simply wandered over to your new setup or maybe there were a few small clumps of the old substrate in the enclosure after you had set it up, or perhaps you reused some older furniture that had a few Collembola in it...And it don't take them long to become established...from egg to adult is only ca 14 days and considering they can live as long as a year that allows for quite a bit of exponential growth in numbers.

I've learnt to live with it in the few damp environments i run, albeit on my terms...I decide when the cull comes.....although to be fair and honest i haven't tried thoroughly washing enclosures down in hot soapy water and disinfectant .. or emptying my room, cleaning it from ceiling to floor and disinfecting down all surfaces and nooks and grannies......Maybe that might get rid of them, i don't know....i kinda think it'd still only be a temp solution and that they'd eventually be back if i continued keeping the animals i have in the environments they need...

All furniture was new (just a hide and fake plants actually).
Enclosure was new too, and so was the substrate.
It's for an arid setup anyway (G. porteri) so I don't care that much, I'm sure they'll be gone once the setup dries out completely.

I've seen them in my forest scorp setups earlier, but they disappered from them too.

Springtails are good. Like Den mentioned, they clean things up by eating some of the detritus.
