I've seen posts reguarding this before, not to mention multiple personal messages saying I can't own this and that in FL. So I did quite a bit of research and this is what I found. After months of nothing using google I finally did what I should have done to start and that was email the FWC or Florida Wildlife Commission. They told me that all permits are attained through the FDACS or Florida Department of Agriculture and Consumer Services.
