I moved my emp to a 10 gallon and wondering if a 75 watt infrared on top of the screen lid of a 10 gallon would be too hot? Maybe i should switch to a 50 watt?

it will bake your substrate more than you want. a 50w sitting on a 5 gallon tank will make it upwards of 95+ so i imagine something similar with your setup

So u think 50 would be ok on top of a 10 gallon? Can a lower watt bulb be put in a light fixture rated for 75 watt?

any lower watt bulb can be put in a fixture rated for a cetain watt. What it means is the max wattage is 75. 50 watt would be better but to get an exact idea you will need to monitor it yourself. Put a ther/hyd meter in the tank below the light to know exactly what you are getting from it. Dept of substrate, room temp , placement of light, All of these will factor what temp and humidity you get.

Or take the easy road and get a heat lamp with a dimmer :-D My room is above the garage so temperatures range greatly from summer to winter. I just watch the thermometer in the cage and adjust my infrared bulb to the needed temps. I'm currently using a 75watt bulb on my 10g arizonensis tank no problem.

+1 on the dimmer. All my lamp fixtures have built in dimmers and they're well worth the extra cost.
