It's been raining for two days adn there is floods everywhere, so I decided to go aruond town to take pics.

Sweet find. After they harvested a couple fields next to one of the orchards I go to at work, there were tons of red-tails and turkey vultures going after the exposed rodents.

It looks like some sort of hawk, Calum. All species of carrion-feeding raptor that I'm aware of have bald heads to facilitate munching on the innards of large deceased prey items.
