Google says Microtityus Waeringi measure in at 12mm when mature. Good question tho.

Depends where you are in the world. One country or continent will have a more developed hobby than others. If you live in Europe and you are willing to ship from Germany, you can practically get any scorpion you desire. America will have different species available and so will the UK and so forth.

Microtityus sp. are the smallest in the world, but in the hobby the smallest I know of are Euscorpius sp. They can be kept in lightbulbs.

Hello Warrior. I can't see from where you come from in the world so it's a bit hard to actually give you any location specific advice (i assume you're actually looking for a small scorpion instead of just inquiring out of curiosity). If you was European then your choices (and chances) would be much greater than if you was from the States.
Exoticvirus is right .. Chaerilus celebensis is actually smaller than any of the Euscorpious species with the smallest being E. germanus (approx 15 mm). The problem is getting any of them.
Occasionally you do see a decent selection of Euscorpious spp for sale from one of the many German dealers and during the summer i also saw a few Chaerilus spp for sale but unfortunately there's not such a great demand for these small scorpions which of course means they're only very occasionally for sale...Some of the smaller Uroplectes species might also be interesting for you along with Liocheles australasiae which is also around the same size as E. germanus but again the problem is finding them for sale.

Actually, i'm going to go out on a limb and assume you're based in the States simply because you've not mentioned anything about non buthid species or any other kind of restrictions concerning what scorpions can be legally owned wherever you are....If i'm right then your best bet would be to contact Ken the bug guy (www.kenthebugguy.com) and ask him what he's got that might fit the bill....he's certainly got his finger on the pulse with regards to available species within the US.

If you're in the US you should be able to source Superstitionia donensis if you look hard enough. They're tiny scorpions, ~1.5 - 2cm in length.

There were also a few knocking around in Europe last year.
