Can I put a live cactus is a desert hairy cage? If not can I put it in a rosea grammostola cage!

It depends on the type of cactus. Does it have sharp spines?
If it has spines, then no, don't do it. The scorp could injure itself on the spines.
It would even more risky for a G. rosea, as they do occasionally climb glass. (and sometimes fall) If it ever fell on the cactus, a spine could easily stab through the exoskeleton.

Not a very good idea. I wouldn't be worried about a scorpion getting stung by a cactus, but more about the moisture. It still need water once in a while, so It'll raise the humidity in the enclosure by too much each time you need to water it. You could water it outside of the enclosure (if you make it removable), but then comes the problem with proper UV/daylight. Cactuses don't do too well without proper light, and if you do provide the light for the cactus, your scorp will not be happy by its enclosure being all lighted up.

If you really want to have the desert/wasteland look. Why not go for artificial cactus. Nowadays you can find some that looked so real and it's hard to differentiate them from the real thing... unless, you try to prick yourself with it.
